Business Development Specialist (District Heating Sector)

For our client, a company operating in the infrastructure and installation industry, we are looking for a person for the position of:

Business Development Coordinator (gas industry – PNG, LNG, LPG, heating)

Warsaw, all of Poland (hybrid work) 

 

Purpose of the position:

Responsible for identifying and selecting infrastructure and energy projects, as well as comprehensive preparation of tender and commercial offers for construction and installation services (heating, gas networks, water and sewage, LNG). He coordinates the process from the initial assessment of the project's business potential, through the decision to enter the tender procedure, to the final valuation and submission of the bid.

 

Responsibilities:

Business Development

  • Active identification and analysis of new business opportunities in the area of infrastructure and energy projects (heating, gas networks, water and sewage, LNG), including monitoring of the public and commercial investment market, investment plans and requests for proposals.
  • Preliminary assessment of projects in terms of business potential, profitability, risk level and suitability for the organisation's technical and implementation capabilities.
  • Cooperation in making decisions on entering tender procedures and in shaping the bidding strategy (scope, margin, competitive positioning).
  • Participation in the selection of partners for project implementation, including companies for the creation of consortia and key subcontractors, together with an assessment of their competence, experience and impact on the risk and profitability of the project.
  • Maintaining ongoing relationships with contracting authorities, investors and business partners (consortia, subcontractors) in order to better understand planned investments, market expectations and identify upcoming projects in advance.

 

Tender process

  • Searching for and analysing public and commercial tenders (purchasing platforms, BZP, industry systems).
  • Verifying tender documentation (Terms of Reference, design, bill of quantities, technical specifications).
  • Preparing a list of questions for the contracting authority – identifying ambiguities, risks and boundary conditions.
  • Cooperation with the technical team.

 

Valuation and costing

  • Coordinating the compilation of tender documents and their timely submission, as well as cooperating with the technical and legal departments.
  • Participating in negotiations with clients and subcontractors.
  • Cooperating with the Management Board on tender decisions (margin, risk, terms of performance).

 

Reporting and analysis

  • Monitoring tender results, analysing the reasons for successes and failures.
  • Creating a cost database and reference rates.
  • Introducing improvements to the process (standardisation, automation, templates).

 

Requirements:

  • Higher technical education – preferred fields of study include construction, environmental engineering, gas engineering or water and sewage engineering.
  • Minimum 3 years of experience in bidding or cost estimation in the construction and installation, gas, water and sewage, infrastructure or road industries.
  • Knowledge of public tenders (PZP), rules for calculating works, technical documentation and technical specifications.
  • Ability to prepare cost estimates in programmes such as Norma or ZUZIA, proficiency in Excel, cost analysis, preparation of questions for tender documentation (SIWZ).
  • Understanding of the technical aspects of investments, logical cost thinking, independence in decision-making.
  • Ability to manage a small technical team and delegate tasks.
